This rc.exe error can occur if the Visual C compiler and the Windows 10 SDK versions don't correspond to the same Visual Studio year. Now I can build and link resource files without errors. NET Framework files (for me "C:\WINDOWS\Microsoft.NET\Framework\v7") to Global compiler settings > Programs > Additional Paths within Code::Blocks.
